Building the Future of Early Learning in Louisville

Too many Louisville families struggle to find safe, affordable, and high-quality early learning. At the same time, providers are stretched thin, struggling to hire and retain skilled educators. The result? Parents can’t work, children miss out on strong educational foundations, and our city loses out on talent and economic growth.

The Thrive By 5 Louisville Quality+ Pilot is designed to change that—showing what’s possible when families, educators, and providers all get the support they need. By investing directly in centers, educators, and families, we stabilize the system and prove what’s possible when early learning is treated as essential infrastructure.

The Quality+ Pilot at a Glance

Running from 2025 through 2027, the Quality+ Pilot will partner with 26 early learning programs committed to raising the bar on access and quality. Each center will receive comprehensive support to stabilize classrooms, strengthen the workforce, and open more doors for families.

  • Workforce Development – Scholarships to attract new educators and financial support to help current staff pursue advanced training and credentials.
  • Quality Learning Environments – Grants and emergency funds to improve facilities, plus incentives for programs that expand access, strengthen quality, and retain staff.
  • Family Assistance – Financial supports to reduce tuition costs, along with dedicated Thrive By 5 Family Navigators who work one-on-one with families to find and secure child care that best fits their needs.
